為了深入貫徹黨的十九大關(guān)于實(shí)施鄉(xiāng)村振興戰(zhàn)略的重大決策部署和習(xí)近平總書記對成都市鄉(xiāng)村振興作出的“走在前列、起好示范”重要指示，全面落實(shí)省委、市委關(guān)于實(shí)施鄉(xiāng)村振興戰(zhàn)略的決策部署，著眼于推動(dòng)公園城市鄉(xiāng)村表達(dá)，依托特色鎮(zhèn)、林盤體系構(gòu)建公園城市鄉(xiāng)村新形態(tài)，踐行城鄉(xiāng)融合發(fā)展的新理念，重塑空間結(jié)構(gòu)，促進(jìn)要素流動(dòng)，優(yōu)化產(chǎn)業(yè)布局，帶動(dòng)全域均衡發(fā)展，由成都市規(guī)劃和自然資源局、成都市農(nóng)業(yè)農(nóng)村局主辦，成都興城集團(tuán)成都市小城鎮(zhèn)投資有限公司承辦，現(xiàn)舉辦“首屆成都市特色鎮(zhèn)（街區(qū)）建設(shè)和川西林盤保護(hù)修復(fù)規(guī)劃設(shè)計(jì)方案征集（專業(yè)組）”活動(dòng)，面向國內(nèi)外征集一批特色鎮(zhèn)（街區(qū)）和川西林盤優(yōu)秀規(guī)劃設(shè)計(jì)方案，遴選出一批優(yōu)秀的規(guī)劃設(shè)計(jì)團(tuán)隊(duì)，匯聚全球智慧，為打造產(chǎn)業(yè)集聚、功能復(fù)合、連城帶村、能級(jí)凸顯的特色鎮(zhèn)（街區(qū)）和形態(tài)優(yōu)美、特色鮮明、魅力獨(dú)具的川西林盤提供藍(lán)圖樣本，為助推成都市建設(shè)全面體現(xiàn)新發(fā)展理念的城市和美麗宜居公園城市貢獻(xiàn)力量。
To completely implement the major decision-making and deployment of the 19th National Congress of the Communist Party of China on the implementation of the Rural Revitalization Strategy and General Secretary Xi Jinping's important instructions on "taking the lead and being a role model" for Chengdu's rural revitalization, comprehensively fulfill the decision-making and deployment of the provincial and municipal Party committees on implementing the Rural Revitalization Strategy, focus on promoting the expression of park cities and villages, rely on featured towns and Linpan rural residence complex systems to build a new form of park cities and villages, practice the new concept of integrated urban and rural development, reshape the spatial structure, promote the flow of elements, optimize the industrial layout, and drive balanced development across the region, the Chengdu Municipal Bureau of Planning and Natural Resources, Chengdu [**]gricultural and Rural Bureau (as the sponsors) and Chengdu Small Town Investment Co., Ltd. under Chengdu Xingcheng Group (as the organizer) organize the First Solicitation of Planning and Design Proposals for the Construction of Chengdu's Featured Towns (Communities) and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Professional Group) and publicly solicit a series of excellent planning and design proposals worldwide for Chengdu's featured towns (communities) and the West Sichuan Linpan rural residence complexes to select a group of excellent planning and design teams, combine global wisdom, provide blueprint samples for creating featured towns (communities) with agglomerated industries, composite functions, connected urban and rural areas, and outstanding energy levels, and West Sichuan Linpan rural residence complexes with beautiful shapes, distinctive characteristics and unique charm, and contribute to build Chengdu into a beautiful and livable park city that fully reflects the new development concept.
本次征集活動(dòng)，擬面向全球公開邀請具有相關(guān)規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)前來申請應(yīng)征，提交資格預(yù)審申請文件。通過資格預(yù)審選取9名應(yīng)征人參加征集活動(dòng)，并提交應(yīng)征規(guī)劃設(shè)計(jì)方案。
The Solicitation will be open to invite global design institutions with relevant experience of planning and design to apply for the prequalification. The Sponsors will select nine [**]pplicants as Participants to participate in the Solicitation and further to submit their design proposals for response.

(1) 六個(gè)特色鎮(zhèn)
(1) Six Featured Towns:
1）高新區(qū)國際彩色花木小鎮(zhèn)：位于空港新城三岔湖南端董家埂鄉(xiāng)，包括核桃村、高家灣村、庫沿村、樓房嘴村部分區(qū)域。本次項(xiàng)目設(shè)計(jì)范圍約3.61平方公里，研究范圍10.7平方公里。鎮(zhèn)域總?cè)丝?/span>2.49萬人。
1) International Colorful Flower-and-tree Town in High-tech Zone: Situated in Dongjiageng Township, the Southern End of Sancha Lake in [**]irport New City, including some areas of Hetao Village, Gaojiawan Village, Kuyan Village and Loufangzui Village. The design scope of the project is about 3.61 square kilometers, and its research scope is 10.7 square kilometers. The town’s total population is 24,900.
2）青白江區(qū)福洪亞歐特色農(nóng)產(chǎn)品小鎮(zhèn)：位于福洪鎮(zhèn)民主村、字庫村、杏花村，緊鄰歐洲產(chǎn)業(yè)城。本次項(xiàng)目設(shè)計(jì)范圍5.76平方公里。鎮(zhèn)域總?cè)丝?/span>3.2萬人。
2) Fuhong [**]sian-European Special [**]gricultural Product Town in Qingbaijiang District: Situated in Minzhu Village, Ziku Village and Xinghua Village of Fuhong Town, and adjacent to the European Industrial City. The design scope of the project is 5.76 square kilometers. The town’s total population is 32,000.
3）溫江區(qū)岷江桂雨小鎮(zhèn)：位于壽安鎮(zhèn)。本次項(xiàng)目設(shè)計(jì)范圍約4平方公里。鎮(zhèn)域總?cè)丝?/span>4.154萬人。
3) Minjiang Guiyu Town, Wenjiang District: Situated in Shou'an Town. The design scope of the project is about 4 square kilometers. The town’s total population is 41,540.
4）都江堰市中國詩歌音樂研學(xué)小鎮(zhèn)：位于柳街鎮(zhèn)。本次項(xiàng)目設(shè)計(jì)范圍約4平方公里。鎮(zhèn)域總?cè)丝诩s3.9萬人。
4) Chinese Poetry and Music Research Town in Dujiangyan City: Situated in Liujie Town. The design scope of the project is about 4 square kilometers. The town’s total population is about 39,000.
5）金堂縣橄欖小鎮(zhèn)：位于淮口鎮(zhèn)，包含望江、帽頂、龔家、天臺(tái)、長江、小柏村（社區(qū)），地處淮州新城核心區(qū)。本次項(xiàng)目設(shè)計(jì)范圍約4.8平方公里。鎮(zhèn)域總?cè)丝?/span>7.69萬人。
5) Ganlan Town in Jintang County: Situated in Huaikou Town, including Wangjiang, Maoding, Gongjia, Tiantai, Changjiang, and Xiaobai Village (Community). It is in the core area of Huaizhou New City. The design scope of the project is about 4.8 square kilometers. The town’s total population is 76,900.
6）大邑縣世界博物館小鎮(zhèn)：位于安仁鎮(zhèn)。本次項(xiàng)目設(shè)計(jì)范圍約2平方公里。鎮(zhèn)域總?cè)丝?/span>7.69萬人。
6) World Museum Town in Dayi County: Situated in [**]nren Town. The design scope of the project is about 2 square kilometers. The town’s total population is 76,900.

(2) Ten West Sichuan Linpan Rural Residence Complexes:
1）高新區(qū)石圣村林盤：位于福田鄉(xiāng)石圣村4、5、6社，本次項(xiàng)目規(guī)劃設(shè)計(jì)范圍約27.5畝，區(qū)域內(nèi)5戶20人。
1) Shisheng Village Linpan Rural Residence Complex in High-tech Zone: Situated in Communities 4, 5, and 6 of Shisheng Village, Futian Township. The planned and design scope of the project is about 27.5 mu, covering 5 households and 20 people in the area.
2）新都區(qū)葉家大院林盤：位于木蘭鎮(zhèn)宮王社區(qū)2、3社。本次項(xiàng)目設(shè)計(jì)范圍約85畝，區(qū)域內(nèi)約53戶220人。
2) Ye Family Courtyard Linpan Rural Residence Complex in Xindu District: Situated in Communities 2 and 3 of Gongwang Community, Mulan Town. The design scope of the project is about 85 mu, covering 53 households and 220 people in the area.
3）雙流區(qū)黃甲八角川西林盤：位于黃甲街道八角社區(qū)3組。本次項(xiàng)目設(shè)計(jì)范圍約30畝，區(qū)域內(nèi)原住民已全部搬遷。
3) Huangjia Bajiao West Sichuan Linpan Rural Residence Complex in Shuangliu District: Situated in Group 3, Bajiao Community, Huangjia Street. The design scope of the project is about 30 mu, and all the indigenous people in the area have been relocated.
4）郫都區(qū)王家院子林盤：位于安德鎮(zhèn)廣福村5社。本次項(xiàng)目設(shè)計(jì)范圍12.73畝，區(qū)域內(nèi)共11戶26人
4) Wang Family Courtyard Linpan Rural Residence Complex in Pidu District: Situated in Community 5, Guangfu Village, [**]nde Town. The design scope of the project is 12.73 mu, covering 11 households and 26 people in the area.
5）郫都區(qū)竹家院子林盤：位于安德鎮(zhèn)廣福村5社。本次項(xiàng)目設(shè)計(jì)范圍8畝，區(qū)域內(nèi)共6戶15人。
5) Zhu Family Courtyard Linpan Rural Residence Complex in Pidu District: Situated in Community 5, Guangfu Village, [**]nde Town. The design scope of the project is 8 mu, covering 6 households and 15 people in the area.
6）簡陽市丙靈村林盤：位于禾豐鎮(zhèn)丙靈村7、8社。本次項(xiàng)目設(shè)計(jì)范圍約27.5畝，區(qū)域內(nèi)約40戶160人。
6) Bingling Village Linpan Rural Residence Complex in Jianyang City: Situated in Communities 7 and 8 in Bingling Village, Hefeng Town. The design scope of the project is about 27.5 mu, covering 40 households and 160 people in the area.
7）簡陽市月灣村林盤：位于江源鎮(zhèn)月灣村4社。本次項(xiàng)目設(shè)計(jì)范圍約30畝，區(qū)域內(nèi)約27戶109人。
7) Yuewan Village Linpan Rural Residence Complex in Jianyang City: Situated in Community 4, Yuewan Village, Jiangyuan Town. The design scope of the project is about 30 mu, covering 27 households and 109 people in the area.
8）邛崍市茶蘭林盤：位于孔明鄉(xiāng)郭山村3、4組。本次項(xiàng)目設(shè)計(jì)范圍約15.5畝，區(qū)域內(nèi)約13戶53人。
8) Chalan Linpan Rural Residence Complex in Qionglai City: Situated in Groups 3 and 4 of Guoshan Village, Kongming Township. The design scope of the project is about 15.5 mu, covering 13 households and 53 people in the area.
9）崇州市義鄉(xiāng)-兄弟林盤：位于觀勝鎮(zhèn)聯(lián)義村24組、白鶴村12組。本次項(xiàng)目設(shè)計(jì)范圍約55畝，研究范圍191畝，區(qū)域內(nèi)約26戶83人。
9) Brother Linpan Rural Residence Complex in Yi Township of Chongzhou City: Situated in Group 24 of Lianyi Village and Group 12 of Baihe Village in Guansheng Town. The design scope of the project is about 55 mu, and the research scope is 191 mu, covering 26 households and 83 people in the area.
10）蒲江縣鐵牛寨林盤：位于西來鎮(zhèn)鐵牛村5、6組，處于西來郊野公園核心區(qū)。本次項(xiàng)目設(shè)計(jì)范圍約41畝，研究范圍300畝，區(qū)域內(nèi)約40戶150人。
10) Tieniuzhai Linpan Rural Residence Complex in Pujiang County: Situated in Groups 5 and 6 of Tieniu Village, Xilai Town. It is in the core area of Xilai Country Park. The design scope of the project is about 41 mu, and the research scope is 300 mu, covering 40 households and 150 people in the area.
征集研究和設(shè)計(jì)的主要內(nèi)容：六個(gè)特色鎮(zhèn)的規(guī)劃設(shè)計(jì)和九組川西林盤（共10個(gè)林盤，其中有一組包括2個(gè)小規(guī)模林盤）的保護(hù)修復(fù)規(guī)劃設(shè)計(jì)。每個(gè)應(yīng)征人應(yīng)完成2個(gè)特色鎮(zhèn)規(guī)劃方案和3個(gè)或4個(gè)川西林盤保護(hù)修復(fù)規(guī)劃設(shè)計(jì)方案。
The main content of research and design for the Solicitation: The planning and design of six featured towns and for the conservation and restoration of nine groups of West Sichuan Linpan rural residence complexes (a total of 10 Linpan rural residence complexes, of which one group includes two small-scale complexes). Each participant shall complete a planning proposal for 2 featured towns and for the conservation and restoration of 3 or 4 West Sichuan Linpan rural residence complexes.
征集設(shè)計(jì)周期：征集階段設(shè)計(jì)周期約80天。2020年1月23日發(fā)出首屆成都市特色鎮(zhèn)（街區(qū)）建設(shè)和川西林盤保護(hù)修復(fù)規(guī)劃設(shè)計(jì)方案征集（專業(yè)組）的征集文件，2020年2月10日至12日進(jìn)行項(xiàng)目情況介紹會(huì)和現(xiàn)場踏勘，屆時(shí)應(yīng)征人的首席設(shè)計(jì)師應(yīng)按時(shí)出席項(xiàng)目情況介紹會(huì)；2020年4月15日應(yīng)征人遞交應(yīng)征文件（征集截止時(shí)間）。
The period of planning and design at the stage of solicitation is around 80 days. On Jan 23, 2020, the Solicitation Document of First Solicitation of Planning and Design Proposals for the Construction of Chengdu's Featured Towns (Communities) and for the Conservation and Restoration of West Sichuan Linpan Rural Residence Complexes (Professional Group) will be released. It is tentatively scheduled to organize project presentation meetings and on-site survey from Feb 10 to Feb 12, 2020, when leading designer and the team from Participants shall attend the meetings. The time to submit Responsive Documents for the Solicitation by Participants (Deadline for Solicitation) is [**]pr 15, 2020.

4. 應(yīng)征申請人的資格
4. Eligibility and Qualifications of [**]pplicants
4.1應(yīng)征申請人（以下簡稱“申請人”）應(yīng)為合法注冊的法人實(shí)體或由合法注冊的法人實(shí)體組成的項(xiàng)目聯(lián)合體；
4.1 The [**]pplicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;
4.2 申請人應(yīng)具有城鄉(xiāng)規(guī)劃或建筑設(shè)計(jì)的相關(guān)資質(zhì)或資格；
4.2 [**]pplicants should have relevant qualifications for urban and rural planning or architectural design;
4.2.1 中華人民共和國境內(nèi)的設(shè)計(jì)機(jī)構(gòu)須具有城鄉(xiāng)規(guī)劃編制乙級(jí)及以上資質(zhì)或外商投資企業(yè)城市規(guī)劃服務(wù)資格或建筑行業(yè)（建筑工程）甲級(jí)及以上資質(zhì)；
4.2.1 The design entities within the People’s Republic of China shall be at least certified with one of the following: Certificate of Grade B and above urban and rural planning or Certificate of Qualification of Foreign-Funded Enterprises for Urban Planning Servises or Certificate of Grade [**] and above architectural design (architectural engineering);
4.2.2中華人民共和國境外的設(shè)計(jì)機(jī)構(gòu)依其所在國的法律、法規(guī)或管理規(guī)定具有從事城市規(guī)劃或建筑設(shè)計(jì)的資格或營業(yè)許可。港澳臺(tái)設(shè)計(jì)機(jī)構(gòu)的資格要求應(yīng)參照境外設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定；
4.2.2 The design entitiesoutside the People’s Republic of China shall hold the qualification or business license of urban planning or architectural design stipulated according to the laws, regulations or stipulations of the country where it is. The qualifications for planning and design institutions from Hong Kong, Macau and Taiwan shall refer to the requirements of qualifications for planning and design institutions outside the People’s Republic of China.
4.3應(yīng)征申請人應(yīng)有與本項(xiàng)目的功能性質(zhì)相類似的規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)；
4.3 [**]pplicants should have experience in planning design similar to the functional nature of this project;
4.4本項(xiàng)目接受聯(lián)合體申請。
4.4 The Consortium is accepted in this Project.
4.4.1 聯(lián)合體的各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議。

4.4.2 組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請資格預(yù)審，也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請資格預(yù)審。

資格預(yù)審申請文件遞交的截止時(shí)間為2020年1月17日下午17時(shí)00分，申請人應(yīng)在遞交截止時(shí)間之前將資格預(yù)審申請文件遞交至征集組織咨詢服務(wù)機(jī)構(gòu)。征集組織咨詢服務(wù)機(jī)構(gòu)將拒絕接收逾期送達(dá)的資格預(yù)審申請文件。
The deadline for submission of application documents for prequalification is 17:00PM on Jan 17, 2020, and the applicant shall submit such documents to the Organizer of Solicitation before the deadline. The Organizer of Solicitation will reject any such documents arrived after the specified deadline.

8.1應(yīng)征設(shè)計(jì)補(bǔ)償金
8.1 Compensations for Designs Proposals
承辦單位將向按照征集要求提交了有效應(yīng)征文件的應(yīng)征人支付應(yīng)征設(shè)計(jì)補(bǔ)償金，金額為人民幣110萬元（含稅）。
The Organizer will make compensations for design proposals in the amount of 1.1 Million (including taxes) RMB for Participant having submitted valid Responsive Documents within specified time frame as required per Solicitation Documents.
8.2當(dāng)應(yīng)征人出現(xiàn)下列情況時(shí)，主辦單位不予支付補(bǔ)償金：
8.2 If the Participant meets one of the following conditions, the Sponsors will not pay any compensation:
(1) 應(yīng)征人未按規(guī)定時(shí)間提交應(yīng)征文件；
(1) The Participant who fails to submit the proposals as per the specified deadline;
(2) 應(yīng)征人提交的應(yīng)征文件經(jīng)專家評審被認(rèn)定為未對征集文件要求作出實(shí)質(zhì)性響應(yīng)；
(2) The Responsive Documents submitted by the Participant are affirmed by the experts through evaluation to make no substantial response to the requirements of the Solicitation Documents;
(3) 應(yīng)征人被取消應(yīng)征資格。
(3) The Participant is disqualified.
8.3獎(jiǎng)項(xiàng)和獎(jiǎng)金的設(shè)置：每個(gè)特色鎮(zhèn)各設(shè)優(yōu)勝獎(jiǎng)1名，獎(jiǎng)金為人民幣50萬元（含稅）。每組林盤各設(shè)優(yōu)勝獎(jiǎng)1名，獎(jiǎng)金為人民幣20萬元（含稅）。
8.3 [**]wards and prize settings: [**] winning prize is set for each featured town, with an amount of 0.5 Million (including taxes) RMB. [**] winning prize is set for each group of Linpan rural residence complexes, with an amount of 0.2 Million (including taxes) RMB.
以上費(fèi)用含中國境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)。

9.1知識(shí)產(chǎn)權(quán)
9.1 Intellectual Property
9.1.1方案征集中接收的所有有效的應(yīng)征設(shè)計(jì)方案均不退回。
9.1.1 [**]ll the effective solicited design proposals received in the plan solicitation will not be returned.
9.1.2應(yīng)征人對應(yīng)征設(shè)計(jì)方案享有署名權(quán)，經(jīng)主辦單位許可后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價(jià)、展示其應(yīng)征作品。
9.1.2 The Participant holds the right of authorship for its design proposals and can comment on and display such design work for [**]pplication in the forms of media communication, trade magazines, and publications among others after granted with the Sponsors’ consent in writing.
9.1.3主辦單位/承辦單位/項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的規(guī)劃和設(shè)計(jì)中使用應(yīng)征設(shè)計(jì)成果，主辦單位/承辦單位/項(xiàng)目建設(shè)單位在本項(xiàng)目的規(guī)劃編制或規(guī)劃方案調(diào)整綜合時(shí)可以全部或部分使用應(yīng)征設(shè)計(jì)文件及設(shè)計(jì)成果，也可對其進(jìn)行修改，主辦單位/承辦單位/項(xiàng)目建設(shè)單位還可對所有應(yīng)征成果印刷、出版和展覽，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評價(jià)、展示、宣傳應(yīng)征設(shè)計(jì)成果。
9.1.3 The Sponsors/Organizer/project construction unit have the right to use the design proposals in the planning and design of the project and while the Sponsors/Organizer/project construction unit prepare the planning or adjust and integrate the planning proposals for this Project, the Sponsors/project construction unit can use the planning proposals and design results in its entirety or partially and can also make modifications. The Sponsors/Organizer/project construction unit may also print, publish and display all the Design Proposals, and can display and publicize the design results through media, professional magazines, books or other forms.
9.1.4 主辦單位、承辦單位以及應(yīng)征人均不得將應(yīng)征設(shè)計(jì)方案用于本項(xiàng)目以外的任何項(xiàng)目。
9.1.4 Neither the Sponsors, Organizer nor the Participant shall use the design proposals in the Solicitation for a purpose other than the Project.
9.1.5 應(yīng)征人應(yīng)保證提交的應(yīng)征設(shè)計(jì)文件及設(shè)計(jì)成果在中國境內(nèi)或境外沒有且不會(huì)侵犯任何其他人的知識(shí)產(chǎn)權(quán)（包括但不限于著作權(quán)、專利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如果其應(yīng)征設(shè)計(jì)文件使用或包含任何其他人的知識(shí)產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識(shí)產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。
9.1.5 The Participant shall ensure that all submitted design proposals and design results will not infringe upon IPR (including but not limited to copyright and patents) or know-how or trade secrets of others within or outside the People’s Republic of China. The Participant shall guarantee that if Design Proposals use or include IPR or know-how or trade secrets of others, the Participant shall have already obtained legitimate, valid and sufficient authorization from the right holders. The Participant shall take all liabilities for any compensations arising from infringement upon IPR or know-how or trade secrets of others.
9.2適用法律
9.2 Governing Laws
本次征集活動(dòng)本身及與本次活動(dòng)相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。
The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.
9.3語言
9.3 Languages
資格預(yù)審文件以及與資格預(yù)審文件相關(guān)的補(bǔ)充文件和澄清文件均使用中文和英文書寫。在中、英文兩種語言的意思表達(dá)不一致時(shí)，以中文為準(zhǔn)。
The languages used in the Prequalification Documents and supplement documents and clarification documents thereto shall be both Chinese and English. In the event of any discrepancy, Chinese shall prevail.
資格預(yù)審申請文件與主辦單位之間與征集活動(dòng)有關(guān)的往來函電和文件均應(yīng)使用中文書寫。應(yīng)征人隨應(yīng)征文件提供的證明文件和印刷品可以使用另一種語言，但必須附以中文譯本。
[**]pplication Documents for Prequalification and the correspondence and documents related to this solicitation between participants and the sponsor shall all be drafted in Chinese. [**]nother language may be used for the proof documents and printed materials that participants provide along with the application documents, but the Chinese version shall be attached thereto.
與本次征集活動(dòng)相關(guān)的會(huì)議及各項(xiàng)活動(dòng)的口頭交流的語言為中文。
The language used in the meetings and oral communication related to this solicitation shall be Chinese.
9.4解釋權(quán)
9.4 Power of Interpretation
解釋權(quán)：本次征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸主辦單位。
Power of interpretation: The Sponsors reserve the power of final interpretation in view of the solicitation and related documents.
